A growing group of America's young people are not in school, not working, or not looking for work.
They're called "disconnected youth" or "opportunity youth," and their ranks have been growing for nearly three decades.
Experts say it's not just work and school; this group is often also disconnected from a sense of purpose.
Palmer added that those with limited access to transportation, people with disabilities, and young parents were also more susceptible.
